9:20 am - 10:00 am CASE STUDY: Award Winning School Planning Assistance (SPA) Tool: School Infrastructure NSW’s Development of Preliminary Infrastructure Plans for an Entire Network of 2200 Schools
School Infrastructure NSW [SINSW] has implemented an innovative data analysis tool with machine learning capabilities. The SPA tool equips 30 school asset planners to scenario plan future school infrastructure needs across each of their 2,200+ schools (and for 15 years of population growth), through the use of interactive maps, data visualizations and the consistent application of evaluation criteria. The tool has helped to shift SINSW from one-to-one school planning to one-to-many strategic planning, enabling their delivery of a long-term plan while considering more data than they ever have before.

Implementing new technology into existing Heavy Rail systems is one of the most complex of endeavours. The use of advanced Architecture Framework modelling technology can assist in managing projects by providing interdependent representation of the many processes to aid in understanding development issues arising over extended periods of time. The work, supported by the Australasian Council for Rail Innovation (ACRI), involving representation of personnel competency issues and gaps, safety assurance and cybersecurity issues is proving of considerable benefit to the organisations with these responsibilities. The technologies developed in this work are readily applicable to other infrastructure areas.

New technology has the potential to drastically increase time and process efficiencies, as well as arming asset managers with entirely new capabilities. However, the initial investment in these tools can be deterring and the development process can be daunting. In this session, panellists involved in different areas of the asset management process, but with experience developing and using asset management tools, discuss the important considerations to keep in mind when considering this solution.

1:50 pm - 2:30 pm CASE STUDY: Understanding the Department of Treasury and Finance VIC’s Asset Management Accountability Framework for Strategic Asset Life Cycle Management
In early 2016 the Victorian State Government’s Department of Treasury and Finance issued their Asset Management Accountability Framework (AMAF) which applies to infrastructure, plants and equipment, buildings, land and ICT assets. The framework was developed to assist Victorian publicsector agencies better manage their asset portfolios and provide better services for their communities.
Overall the framework lays the foundation for a holistic approach that balances strategic, technical and budgetary considerations through collaboration across the organization’s operating framework.

2:30 pm - 3:10 pm CASE STUDY: Bridging the Gap in 12 Months: How Attestation is Possible in the Near Future for the Housing, Infrastructure, Sport and Recreation Division
With the introduction of the Asset Management Accountability Framework in Victoria, and managing $23 billion in housing assets, the Housing, Infrastructure, Sport and Recreation Division for the Department of Health and Human Services found themselves needing to make major changes to be compliant with regulations. Property and Asset Services Branch set themselves apart from other departmental approaches, and rising to the occasion by bringing in a third party to assess them, a shift in their approach to asset management began with a maturity assessment and the formulation of a change management and communication plan – setting out deficiencies and priorities. The work of establishing governance, appointing teams to support changes, process mapping, creating asset management policy and strategic asset management plans, has culminated in the division positioning themselves for compliance with the Department of Treasury and Finance Asset Management Accountability Framework and ISO55000.

Having written the implementation guidance document on behalf of the Victorian Department of Treasury and Finance, Jacobs’ involvement with the AMAF has been significant from its outset. With clients including VicParks, The Department of Health, VicPolice, The Public Records Office, and The Country Fire Authority, Jacobs has had substantial experience in implementing the AMAF to fit the varying needs of different agencies. Their program covers the gap analysis, improvement roadmap development, documentation and process development, and change management for implementation.
